Established in 1998 by Russell G. and Lora L. Talbot, this scholarship program provides four-year scholarships to seven students each year based on a proven record of scholastic achievement with a minimum GPA of 2.8 and demonstrated financial need. The awards are open to graduates of Iowa high schools with first preference given to students
